Florida homebuyers don't necessarily need a 20% down payment. Depending on your income, occupation, county, loan type and prior homeownership, down payment assistance may reduce the amount of cash you need to purchase a home.
Florida runs its major statewide assistance through one agency — the Florida Housing Finance Corporation (Florida Housing) — but funding for its most popular program runs out regularly, which makes timing as important as eligibility for a lot of Florida buyers.
What Actually Qualifies You for Down Payment Assistance in Florida?
There isn't one universal Florida DPA qualification rule.
Depending on the program, eligibility can be affected by household income, county, credit score, occupation, first-time-homebuyer status, purchase price, property type, primary-residence occupancy and required homebuyer education. Program funding, rates and assistance amounts can also change — and in Florida's case, change quickly, since the state's most popular program has run out of money and reopened multiple times in recent years.
What Down Payment Assistance Programs Are Available in Florida in 2026?
FL Assist provides $10,000 as a 0% interest, deferred, non-amortizing second mortgage, available through Florida Housing's approved lender network statewide.
FL HLP provides $12,500 at 3% interest, fully amortizing over 30 years — a small monthly payment rather than a deferred lump sum.
Hometown Heroes is Florida's largest DPA program by dollar amount, providing up to 5% of the first mortgage loan amount (minimum $10,000, maximum $35,000) as a 0% interest deferred second mortgage. It's open to full-time Florida workers in more than
100 eligible occupations — teachers, healthcare workers, first responders, veterans, and more — earning up to 150% of their county's area median income. Funding runs out fast: the program has closed and reopened multiple times as legislative appropriations get committed, so current availability needs to be checked before counting on it.
One rule applies across all three: you can only use one Florida Housing DPA program per transaction, and using any of them makes you ineligible for a future Florida Housing
DPA award on a later purchase.
Can FHA Be Combined With Down Payment Assistance in Florida?
Yes. Eligible Florida borrowers can combine FHA financing with FL Assist, FL HLP, or Hometown Heroes. As with any DPA pairing, the comparison that matters is FHA alone versus FHA with assistance — cash to close, monthly payment, mortgage insurance, and the assistance's own repayment terms all factor into which is actually the better deal for a given buyer.
Are There Local Florida Down Payment Assistance Programs?
Yes — and Florida has one of the deeper local layers of any state, largely funded through county SHIP (State Housing Initiatives Partnership) dollars and CDBG funds:
Broward County (HOME, CDBG, SHIP) — $40,000–$80,000 depending on area, 0% deferred
Miami-Dade Affordable Homeownership Program — up to $35,000
MDEAT HAP (Miami-Dade) — up to $28,500
Orange County Florida — works with FHA, conventional, VA, and USDA
Palm Beach County SHIP — FHA, conventional, VA
Palm Beach County Workforce Housing Program — separate affordable-housing-tied DPA
Pasco County Community Development — forgiven after 30 years, amount depends on income level
Pinellas Recovers HBA — up to $80,000, forgivable after 5 years (Pinellas County, excluding the City of St. Petersburg)
Polk County DPA — requires 12 months living/working in Polk County, FTHB only, $750 minimum borrower contribution
Lee County CDBG Homeownership Assistance — 5-year deferred, amount varies
LeeCares Hurricane Ian Recovery (Lee County) — up to $75,000, repayable over 5 years at 0% interest, reducing 20% per year
Brevard County Housing & Human Services — 0% deferred second, amount depends on income and family size
City of Lakeland Home Purchase Assistance — up to $40,000, FHA only, $1,000 minimum borrower contribution
City of Miramar — deferred payment up to $90,000
City of Pensacola — up to $30,000 forgivable (requires lender branch office in Escambia or Santa Rosa County)
City of Pensacola / Habitat for Humanity — separate Habitat-administered assistance
Whether a local program stacks on top of FL Assist, FL HLP, or Hometown Heroes, or has to stand alone, depends on that specific program's rules — worth confirming before writing an offer around it.

Can Repeat Buyers Get Down Payment Assistance in Florida?
It depends on the program. Florida Housing's statewide programs generally require first-time-buyer status (no home ownership in the past 3 years), though veterans are exempt from that requirement, and buyers purchasing in a designated Targeted Area can also qualify without meeting it. Several local county programs have their own separate eligibility rules — some are first-time-buyer only, others aren't — so it's worth checking the specific local program rather than assuming Florida Housing's rules apply everywhere.
What Cash Might You Still Need at Closing?
Down payment assistance can significantly reduce what you bring to the table, but it doesn't always cover everything. Buyers should still plan for items like earnest money, inspection, appraisal, and any costs the specific program doesn't reach. The exact number depends on the program, the first mortgage, seller concessions, and the property itself.
