Georgia Down Payment Assistance in 2026: What Actually Qualifies You

Last reviewed: September 2026
Georgia homebuyers don't necessarily need a 20% down payment. Depending on your income, occupation, county, loan type, and prior homeownership, down payment assistance may reduce the amount of cash you need to purchase a home.
Georgia's primary statewide program is Georgia Dream, run through the Department of Community Affairs (DCA) — but Georgia also has one of the more active local layers of any state, with cities and counties from Atlanta to Savannah to Columbus running their own separate assistance on top of it.
What Actually Qualifies You for Down Payment Assistance in Georgia?
There isn't one universal Georgia DPA qualification rule. Depending on the program, eligibility can be affected by household income, county, credit score, occupation, first-time-homebuyer status, purchase price, property type, primary-residence occupancy, and required homebuyer education. Program funding, income limits, and assistance amounts can also change.
What Down Payment Assistance Programs Are Available in Georgia in 2026?
Georgia Dream Standard provides $12,500 in down payment assistance for eligible buyers.
Georgia Dream PEN (Protectors, Educators, Nurses) provides up to $15,000 for police officers, firefighters, EMS personnel, teachers, healthcare workers, and other eligible protective/education/healthcare occupations.
Georgia Dream Choice provides up to $15,000 for households that include a person with a disability.
Peach Plus is Georgia Dream's option built specifically for buyers who don't meet the first-time-buyer requirement — it uses higher income and purchase-price limits and is layered through a separate conventional financing structure serviced by Lakeview.
Georgia CHIP Subsidy is a HOME-funded subsidy that can be layered on top of Georgia Dream and other Georgia programs for additional assistance, subject to its own income and program requirements.
Can FHA Be Combined With Down Payment Assistance in Georgia?
Yes. Eligible Georgia borrowers can combine FHA, VA, USDA, or conventional financing with Georgia Dream assistance. As with any DPA pairing, the real comparison is FHA alone versus FHA with assistance — cash to close, monthly payment, mortgage insurance, and the second lien's own terms all factor into which is actually the better structure for a given buyer.
Are There Local Georgia Down Payment Assistance Programs?
Yes — Georgia has a genuinely deep local layer beyond Georgia Dream:
• Atlanta Housing — two options: up to $20,000 standard, or up to $25,000 for specific occupations; forgivable after 10 years
• Atlanta Neighborhood Development Partnership (ANDP) — administers several approved programs including Veterans, HOME, AHAP, and ANDP/FHLBank Atlanta DPA
• City of Augusta Housing & Community Development — $1,000 to $10,000, forgiven after 5 years
• City of Columbus Sweet HOME Columbus — up to $30,000, $1,000 minimum borrower contribution, forgivable after 5 or 10 years depending on the amount
• Clayton County DPA — available in Clayton, Henry, and Fayette counties; lenders need their own local approval and a brick-and-mortar office in one of the three counties
• Fulton County HOP — first-time buyers only, deferred lien, works with conventional, FHA, USDA, and VA
• HOMEstretch DPA (Gwinnett County) — up to $10,000 for qualifying first-time buyers, max 43% DTI, Gwinnett County only
• NeighborWorks of Columbus — funds issued through FHLBank Atlanta
• Community Housing Services Agency (Savannah) — administers several Savannah-area programs including City of Savannah EHPA, St. Joseph's/Candler, Georgia Ports Authority, and Memorial Health-affiliated assistance
• Savannah Dream Maker — works with conventional and FHA financing
Whether a local program stacks on top of Georgia Dream, or has to stand alone, depends on that specific program's rules — worth confirming before writing an offer around it.
FHA, Conventional, VA, USDA, or DPA — How Do They Compare?
Option | Typical Down Payment | Best Starting Fit | Key Tradeoff |
FHA | 3.5% | Limited savings or flexible credit needs | Upfront and annual mortgage insurance |
Conventional | As low as 3% for qualifying buyers | Stronger credit, lower long-term PMI | More credit-sensitive qualification |
VA | Often 0% | Eligible veterans, service members, spouses | Entitlement and Certificate of Eligibility required |
USDA | Often 0% | Eligible rural/suburban Georgia properties | Property location and income limits |
FHA/Conventional + Georgia Dream or local DPA | Reduced by assistance amount | Buyers short on cash who qualify for the loan | Repayment/forgiveness terms vary widely by program |
Can Repeat Buyers Get Down Payment Assistance in Georgia?
Mostly, Georgia Dream is a first-time-buyer world — Standard, PEN, and Choice all generally require first-time status, with an exception for buyers purchasing in certain targeted, economically distressed counties. Peach Plus is the exception built specifically for repeat buyers, using higher income and price limits. Several local programs (Atlanta Housing, ANDP, Sweet HOME Columbus) have their own separate eligibility rules that don't automatically mirror Georgia Dream's first-time requirement, so it's worth checking the specific local program rather than assuming.
What Cash Might You Still Need at Closing?
Down payment assistance can significantly reduce what you bring to the table, but it doesn't always cover everything. Buyers should still plan for items like earnest money, inspection, appraisal, and any costs the specific program doesn't reach. The exact number depends on the program, the first mortgage, seller concessions, and the property itself.
Who Specializes in Down Payment Assistance in Georgia?
Georgia buyers should look for a mortgage professional who understands Georgia Dream's Standard, PEN, Choice, and Peach Plus structures, as well as FHA, conventional, VA, and USDA financing and applicable local county and city programs — and who can compare all of it rather than defaulting to whichever program advertises the largest assistance amount.
I'm Mike Belfor, Branch Manager and Mortgage Loan Originator with American Pacific Mortgage, NMLS #264700, licensed to originate mortgages in Georgia. My broader mortgage career includes more than 23 years of lending experience, approximately 578 first-time-homebuyer transactions, and approximately 115 transactions involving down payment assistance. Those are career-wide figures, not Georgia-specific production numbers.
When reviewing a Georgia buyer's scenario, my goal is to compare the actual cash to close, monthly payment, mortgage insurance, assistance terms, and long-term financing cost. The program should fit the buyer — not the other way around.
