Arkansas Down Payment Assistance in 2026: What Actually Qualifies You

Arkansas homebuyers don’t necessarily need a 20% down payment. Depending on your income, occupation, county and prior homeownership, down payment assistance may reduce the cash you need. Most of it runs through the Arkansas Development Finance Authority (ADFA), and you work with an ADFA-approved lender.
ADFA Down Payment Assistance (DPA). ADFA offers $1,000 to $15,000 for down payment and closing costs, available with an ADFA StartSmart or Move-Up first mortgage. It’s a second mortgage, and ADFA’s guidelines count the DPA payment in your debt-to-income ratio, which can’t exceed 45%.
ADFA StartSmart. A first mortgage for first-time buyers, generally meaning no primary residence owned in the past three years, with exceptions for veterans and targeted counties. It uses a below-market rate and works with FHA, VA, USDA and Freddie Mac HFA Advantage loans.
ADFA Move-Up. A first mortgage with no first-time buyer requirement, so repeat buyers can use it. ADFA lists a minimum credit score of 640 and a maximum qualifying income of $142,000.
Can FHA be combined with Arkansas DPA?
Yes. ADFA’s programs work with FHA, VA and USDA first mortgages. As with any assistance, the real comparison is the loan alone versus the loan with assistance: cash to close, monthly payment, mortgage insurance and the second mortgage’s terms.
Can repeat buyers get assistance in Arkansas?
Yes. Move-Up has no first-time buyer requirement, and the DPA can pair with it if you meet the income and credit rules.
What else should you know?
ADFA’s guidelines don’t allow discount points or permanent buydowns on these loans, and non-purchasing spouses must sign the mortgage in Arkansas. Ask your lender about other program rules early.
